Quite a few teams have cars, itis just that most don't have a motor ready to go testing. That isthe problem Foyt has. Sinden should kick ass this year, they arethe only ones with significant test time. Foyt is supposed to berunning at Texas once they have the engine. A big problem is thatsome teams have test time, but the drivers weren't in the car. Ibeleive that is the case with Sinden, who had McGehee run the carat two tracks.

How long ago was the IPS first announced? Didn't someone forsee the need for *motors*? 18 days 'til the opener and the engine-builder is thrashing to supply the field? Answering my own question; details of the IPS formula were announced on August 31st of 2001.
