I am the Executive Vice President ofAmerican Honda Motor Co., Inc. and head of its Acura division. Theproposed action under Section 301 of the Trade Act of 1974 wouldessentially prohibit the import and sale of two models manufactured byHonda and sold through our Acura sales channel, the Acura Legend and theAcura 3.2 TL. I am here today to express Honda's strong opposition tothe "prohibitive tariffs" proposed on these and other Japaneseautomobiles. It is a Jurassic policy which seems far more likely todevour U.S. jobs and businesses than to promote U.S. trade. Specifically, there are several things wrong with this policy: 1. It punishes the innocent -- The 281 Acura dealers, their over10,000 employees, suppliers, and customers will pay a stiff price forthis action, a price paid in jobs as well as dollars, in economicuncertainty as well as reduced product choice. The proposed sanctions,which would apply to the flagship Legend as well as the new Acura 3.2 TLmodel, threaten the entire Acura line. These models account for over 30percent of our projected sales.
acura legend parts : We expect our government to protect us from actions which reduceconsumer choice, raise prices and imperil jobs; we don't expect ourgovernment to undertake such actions. Let me note the forgotten victims of trade sanctions -- Americanconsumers. If past is prologue, the price of all cars sold in the U.S.rises in times of trade protection. According to a 1987 Brookingsstudy, Japanese car prices rose $2,400 during the VRA of the 1980's.GM, Ford and Chrysler prices rose $750-1,000 as well. In a protected marker, consumers always suffer high prices, limitedchoice and reduced quality from restricted competition. The sanctionswill remove from the U.S. market many of the highest quality vehicles inthe industry. Five out of six highest ranked models J.D. Powers 1995Initial Quality Study are on the sanctions list. Consumers should askWashington, "Why do we have to buy second class quality?" Because of the success of our cars, and because of the superbquality of Honda's manufacturing operations in the U.S., we plan tointroduce our first U.S. built Acura model in 1996. With adecline in sales of Acura/Infiniti/Lexus there is likely to be an increasein sales of Mercedes/BMW/Cadillac/Lincoln/etc. Thus many of those employedat the other dealerships may be re-hired. Also if Japan calls the bluff and removes trade restrictions in their owncountry, it is quite likely that not only will these jobs be saved, but newjobs in the manufacture of American auto's and parts might be created. By a similar argument, if Japan were to allow American made cars into theirmarket, would this not also create jobs in Japan with new employees neededto sell and maintain the American cars? Hmm, I listened to a Susan Aaronsen on C-span Inside politics today who wasfrom Brookings. Anyway, I'm not sure about these figures for car prices. Car prices havealso risen around $2000 in the last 5 years despite trade sanctions. Isthis a casual action, or just coincidence. Because they all issue bonds for roads, schools, hospitals, airports, etc. Most states are billions of dollars in debt due to capital construction. States view this as an investment and are willing to borrow money to finance it, just like people borrow money to buy a house.
